TRURO, Nova Scotia (AP) — A public inquiry has found widespread failures in how Canada’s federal police force responded to the country’s worst mass shooting and recommends that Ottawa rethink the RCMP’s central role in Canadian policing. In a seven-volume report released Thursday, the Mass Casualty Commission also says the Royal Canadian Mounted Police missed red flags in the years leading up to the Nova Scotia rampage that resulted in 22 people being slain April 18-19, 2020, by a denture maker disguised as a RCMP officer and driving a replica police vehicle. The assailant, Gabriel Wortman, was killed by two Mounties at a gas station in Enfield, Nova Scotia, 13 hours into his rampage. Disguised as a police officer, Workman shot people in their homes and set fires in a rampage across the Canadian province of Nova Scotia. AUSTIN, Texas (AP) — A federal judge in Texas who previously ruled to dismantle the Affordable Care Act struck down a narrower but key part of the nation’s health law Thursday in a decision that opponents say could jeopardize preventive screenings for millions of Americans. The ruling by U.S. District Judge Reed O’Connor comes more than four years after he ruled that the health care law, sometimes called “Obamacare,” was unconstitutional. The U.S. Supreme Court later overturned that decision. His latest ruling is likely to start another lengthy court battle: O’Connor blocked the requirement that most insurers cover some preventive care such as cancer screenings, siding with plaintiffs who include a conservative activist in Texas and a Christian dentist who opposed mandatory coverage for contraception and an HIV prevention treatment on religious grounds.O’Connor wrote in his opinion that recommendations for preventive care by the U.S. Preventive Services Task Force we...Judge blocks US health care law mandate that insurers cover some preventive care; Biden administration likely to appeal

WINNIPEG, Manitoba (AP) — A Canadian judge has acquitted a now-retired 93-year-old priest of assault after a student at one of Canada’s notorious residential schools accused him of forcing himself on her more than 50 years ago.Victoria McIntosh testified she was assaulted by Arthur Masse in a bathroom of the Fort Alexander Residential School north of Winnipeg, Manitoba sometime between 1968 and 1970.McIntosh and Masse were the only witnesses who testified in the two-day judge-alone trial earlier this month.Manitoba Court of King’s Bench Justice Candace Grammond said in her decision Thursday that she believed McIntosh was assaulted, but couldn’t determine beyond a reasonable doubt that it was Masse who did it.McIntosh, who had about a dozen supporters with her in court, clutched a sweater a family member made for her and stared at the floor as Grammond read her analysis.Masse stared straight ahead while the decision was being read.More than 150,000 native children were forced to atte...Stakes high when Man City faces Liverpool in Premier League

MANCHESTER, England (AP) — It’s nothing new for a game between Manchester City and Liverpool to have significant implications on the Premier League title race.On Saturday, however, the meeting between English soccer’s two most dominant teams in recent years takes on a different complexion. For current champion City, anything other than a win at Etihad Stadium would give Premier League leader Arsenal the chance to extend its lead and move ever closer to its first league title in 19 years. Arsenal leads City by eight points heading into the final stretch of the season, having played one game more. For Liverpool, any hopes of challenging at the top disappeared long ago in a troubled campaign, blighted by injuries and inconsistent form. But the team coached by Jurgen Klopp can still have a major say on the title race in its games against City this weekend and Arsenal next month. The priority for the Merseyside club, however, is to secure a top-four finish and, with it, qualification ...Rockies opening day game delayed due to rain
